What we publish, and when

This is the heart of the arrangement, not a compliance page. A small body cannot protect itself through internal checks and balances, it has no room for them. It can protect itself only through the fact that everything it does is visible.

The publication schedule

Each item appears in this public space, without any login, within the stated deadline.

What is publishedDeadline
Composition of the committee, the profile and home organisation of each memberPermanent, kept current
Declarations of interest from each memberOn joining, then each year
Agenda of each meeting15 days before
Record of decisions, what was decided, by what vote, with the recusals15 days after
Admission decisions and reasoned refusals, anonymised if the person requests itAs they arise
Annual accounts and use of subscriptionsEach year
Report of the external oversight, in full, including if unfavourableOn receipt, without delay
Texts under revision, with a call for comments1 month before decision
Unresolved disagreements within the committee, when a member requests itWith the record
Number and outcome of reports handledEach year
Why publish disagreements. A committee of five that publishes only unanimous decisions gives the impression it does not debate. Publishing a signed disagreement costs little and is worth more than a lengthy declaration of independence.
What is not published. The content of deliberations naming a person, material covered by the confidentiality of a complaint, and personal data. Any other withholding must be justified publicly.

The publications

This section will fill up as soon as the committee is formed. It is empty today, and that is as it should be: nothing has yet been decided by anyone.

Reports

Number received, number investigated, outcome, in aggregated and anonymised form.

Two rules of conduct we impose on ourselves from day one. To publish the first record of decisions before any communication to the general public. And to publish the first report of the external oversight even if it is unfavourable to us. This site will be worth what this page is worth six months after its launch.

The Framework under the CC BY-SA 4.0 licence

The competency framework is made available under the free CC BY-SA 4.0 licence: use, citation, adaptation and redistribution are permitted, with attribution and an obligation to indicate any changes. Versioned, with a public revision history.

Download the licence · CC BY-SA 4.0

Anyone can use it, member or not. A non-member school that adopts the Framework does exactly what we want: a standard adopted outside CARPEA is a success for CARPEA, not a leak.

No member, including the initiator of the project, may claim any enforceable priority, restrict a third party's use of the Framework, or present their own version as the reference version.

Our resource model

Differentiated subscriptions by profile and, for schools, by size, the principle being that no one is shut out by cost. Learned institutions do not pay a subscription.

Project funding for study work, with no funder having any right of oversight over the conclusions.

Red line: no resource is accepted if it gives its provider any influence over the Framework or over membership decisions.
